Stephen H. Rosen & Associates has specialized in the design, implementation, and administration of tax-advantaged retirement plans for various types and sizes of businesses and organizations since 1982.

A Seamless Array of Plan Services

A qualified plan is one of the most valuable assets that a business, its owners and employees can have. It provides substantial tax deductions, significant retirement dollars and the benefits necessary to attract and retain good employees.

However, in today’s complex regulatory and investment environment it is increasingly difficult and expensive for an employer to perform or contract for all of the separate services that a plan requires.

Stephen H. Rosen is an independent consulting actuary specializing in the design and implementation of qualified retirement plans. A graduate of Rutgers University, Steve continued his education at the Wharton School and the University of Iowa. He is an Enrolled Actuary, Fellow of the Conference of Consulting Actuaries and Certified Pension Consultant, is a Board Member of the American Academy of Actuaries and currently serves as the Immediate Past President of the American Society of Pension Professionals & Actuaries (ASPPA). He also is the Founder and Past President of the ASPPA Benefits Council of the Delaware Valley and continues to serve as one of its Board Members.

Steve has lectured at numerous actuarial conferences, including the Enrolled Actuaries Meeting and has also been a frequent speaker for tax, insurance and accounting associations. He co-authored books on the Tax Reform Act of 1984, an Accountant’s Guide to Employee Benefit Plans and published articles in Taxation for Accountants and the Pennsylvania CPA Journal. Steve served on the faculty at the Institute of Employee Benefits in Philadelphia. His more than 30 years of experience in the profession is the basis for his being called upon to offer court testimony as an expert in developing valuations of employee benefits.

Steve founded Stephen H. Rosen & Associates in 1982 and the Firm now provides on-going administrative services to more than 600 qualified retirement plans.


Beth Davies, CEBS, APA, CPC

Beth has more than 20 years experience in the employee benefit field, specializing in retirement plan administration and consulting. She is a Certified Employee Benefit Specialist (CEBS) and has lectured for the continuing education program of the CEBS organization, of which she is a member.

Beth also served on the faculty of the Institute of Employee Benefits Plans in Philadelphia where she was a lecturer for its seminar division. Beth is currently pursing another designation as Certified Pension Consultant through the American Society of Pension Professionals & Actuaries.

Jo-Ann joined Stephen H. Rosen & Associates, Inc. as a member of the Executive staff in 2007 due to the merger of her pension firm which was located in our area. With over 20 years of experience as an actuarial consultant, Jo-Ann has achieved the professional designations of Certified Pension Consultant (CPC), Chartered Financial Consultant (ChFC) and Chartered Life Underwriter (CLU). She is a member of the American Society of Pension Actuaries, Past President of the ASPPA Benefits Council of the Delaware Valley and continues to serve as a board member. Jo-Ann has taught employee benefit courses at various colleges and professional organization meetings.

Prior to joining our company, Jo-Ann was the President and Owner of Benefit Dynamics, Inc., a national employee benefit consulting firm, which functioned as a total benefits advisor to employers offering services for Retirement Plan Design & Administration, Section 125 Flexible Benefit Plans, Transportation Fringe Benefit Plans and Group Health and Individual Insurance Programs.

In addition to the duties as a Principal of the firm, she lends her technical expertise to design and compliance work for qualified retirement plans and flexible benefit plans. Most of her time is spent in marketing development and consultation with clients and their financial advisors to create employee benefit programs that add value to a company’s strategic plans.


Virginia C. Wentz, EA, FSPA, CPC

Virginia joined Stephen H. Rosen & Associates in September of 2002. She is an Enrolled Actuary and a member of the American Society of Pension Professional & Actuaries (ASPPA). She recently passed the necessary exams to receive the designation of Fellow of the Society of Pension Actuaries (FSPA), the highest designation available through ASPPA. She is currently responsible for reviewing all defined benefit plan valuations and design studies.

Prior to joining our company, Virginia had more than 17 years in the employee benefit field. She specializes in defined benefit plan design and administration. She also has expertise in new comparability plan design and administration.

Tabitha joined the technical staff of Stephen H. Rosen & Associates in September of 2004. She has more than 8 years of experience in the pension industry and is responsible for the management of a variety of Defined Contribution Plans, including Safe Harbor 401(k), Profit Sharing and New Comparability Plans.

Tabitha has received a designation from the American Society of Pension Professionals & Actuaries as a Qualified 401(k) Administrator.

Barbara Stein joined Stephen H. Rosen & Associates in February of 2001 bringing over 20 years of Pension Administration experience to our firm.

Barb is currently a team leader in our 401(k) Department. She is responsible for the management of all types of 401(k) plans including those using daily valuation investment platforms. She is also responsible for the preparation of the valuation reports, compliance testing and 5500 Annual Returns.

Barb is currently pursuing an Accredited Pension Administrator designation through the National Institute of Pension Administrators.

Pat joined our firm in 2007 due to the merger of the pension operations of another firm in our area. Pat continues to administer the prior firm’s qualified plans as well as administering plans for our firm. Currently, she administers all types of Defined Contribution Plans.

Prior to joining our Company, Pat had worked in the Pension Administration field for 25 years. She has been involved in all aspects of Administration including design and implementation of qualified plans, drafting and IRS submissions of qualified plan documents, and annual administration. Pat also was the Manager of the Legal Department with her prior firm.


William Watkin

Bill joined our firm in 2007 due to the merger with a local pension administration firm. Bill continues to administer the prior firm’s qualified plans as well as administering plans for our firm. Currently, he administers all types of qualified plans, including 401(k) and Employee Stock Ownership Plans. 

Prior to joining our Company, Bill had served as a corporate staff accountant and controller for over 15 years, which he then progressed, with training and education, into pension administration. Bill has worked as a pension administrator for the past 17 years and he is currently responsible for the complete administration of all types of Defined Contribution Plans including those 401(k) Plans using daily valuation investment platforms.

Donna joined the technical staff of Stephen H. Rosen & Associates in September of 2004. She has more than 10 years of experience in the pension industry and is responsible for the management of a variety of defined contribution plans with an emphasis on 401(k) Profit Sharing Plans.

She is a member of the American Society of Pension Professionals & Actuaries and was awarded her Qualified Pension Administrator designation in 2000.

Jan joined our firm in 1997 due to the merger of the pension operations of another firm in our area. Jan continues to administer the prior firm’s qualified plans as well as administering plans for our firm. Currently, she administers all types of Plans, including Defined Benefit, Profit Sharing, 401(k) and Money Purchase Plans.

Prior to joining our Company, Jan had worked in the Pension Administration field for 15 years. She has been involved in all aspects of Administration including design and implementation of qualified plans, life insurance as a funding vehicle in plans, and annual administration. Jan also was the Manager of the Pension Department with her prior firm and was involved with an organization that was a testing site for pension software programs.

Jan has received designations from the American Society of Pension Professionals & Actuaries as a Qualified Pension Administrator and a Qualified 401(k) Administrator.
